Will the 5% ABSD for PRs Ever Be Removed?

My honest view: it's here to stay, and will remain for years. Through several rounds of cooling measures, the government has consistently held off raising the ABSD rate for first time PR buyers specifically, because the policy goal is to encourage PRs to put down roots here, not discourage them. That 5% charge isn't going anywhere any time soon.

If it were removed, you'd see an immediate buying surge among PRs, and sellers would respond by raising their price expectations to match. Either way, you end up paying that 5%, whether it's to the government as ABSD or to the seller as a higher purchase price. The number doesn't disappear, it just changes hands.

Can a Single PR Buy an HDB Flat?

No. A single PR cannot buy any HDB flat in Singapore, period. Two PRs can buy a resale flat together, but only after both have held PR status for at least 3 years, and only if they form a family nucleus or qualify under the fiancé or fiancée scheme. There's no pathway for a single PR alone.

What Properties Can a Single PR Actually Buy?

Three options. A single PR can buy a resale Executive Condo, though not a new EC directly from a developer. New EC owners can sell to PRs once they've fulfilled the Minimum Occupation Period, which is 5 years for any EC where the land tender closed before 8 May 2026, and 10 years for newer EC sites under the rules announced that day. Worth checking which timeline applies before you commit to a specific project.

A single PR can also buy a private condo without restriction, and can buy strata landed housing within approved condo projects, the third and final option available.
